This webinar was recorded as part of the Art of Teaching course of the Open University.
Vermeulen uses Mark Moore's theory of creating public value to determine the consequences of declining enrollment for the quality of education. These risks are of an educational, managerial and operational nature. He also presents a number of options for shrinking regions to consider in order to implement interesting educational innovations that enhance the quality of education. He calls on the affected regions to implement the innovations in a timely manner and to work closely with other institutions within and outside the education sector.
