Biography

Ir. Theodor Kockelkoren MBA is Adjunct Professor at TIAS School for Business and Society. With 13 years of regulatory experience after working in the private sector for 7 years, he brings a unique perspective on public policy and regulation. After his 7 year career with McKinsey & Company, Theodor Kockelkoren, keen to explore the public sector and upholding his reputation as independent thinker, took an unexpected path. He joined the newly created financial conduct of business regulator, the Netherlands Authority for the Financial Markets (AFM).

 

Giving shape to the organization, he transformed it from an organization of 100 people overseeing about300 firms, to a fully-fledged conduct regulator overseeing over 14,000 firms and employing about 600 people. His highly competent and authentic leadership has placed AFM as an acknowledged leading regulator, and a respected authority providing a moral compass to the industry.

 

Theodor’s lead brought the fair treatment of customers squarely on the CEO agenda’s. It also brought the AFM at the forefront of regulators working on Consumer Protection. As a result he was elected Chairman of the G20 / OECD Task Force on Financial Consumer Protection. In his three year tenure the Task Force was revitalized. It identified effective approaches both innovative and traditional. This earned the task force commendation from the G20 leaders.

 

In April 2015 Theodor decided to hand over his leadership: “Having served the mission of the AFM for thirteen years, it is time for me to shift gears”. His Supervisory Board regretted his decision: “We will lose an accomplished, professional and inspired governor. Theodor has been of great importance to the AFM and the conduct of business regulation in the Netherlands.”

 

Jeroen Dijsselbloem, the Minister of Finance, in his farewell speech, quoted and underlined one of the press voices: “Theodor Kockelkoren: a man who will be missed”. Hans Hoogervorst, former Chairman of the AFM, stated: “If there has been one lesson from the past ten years, it is that Ir.
